  • McCulloch County is seeking qualifications from experienced firms (Firm of Respondent) for Property Appraisal Services, which will be on an “as needed” basis for the purpose of determining fair market values associated with matters including but not limited to land and real estate acquisitions and sales.

    The selected professionals will be State Certified General Real Estate Appraisers certified by the Texas Appraiser Licensing and Certification Board.

    In accordance with Section 2254.003 of the Texas Government Code, McCulloch County shall make the selection and award based on: (1) demonstrated competence and qualifications to perform the services; and (2) for a fair and reasonable price. The services shall be provided for a fair and reasonable price and not to exceed any maximum established by law. Negotiations will be initiated with the provider(s) determined to be the most qualified to attempt to arrive at a fair and reasonable price. The services to be provided under a forthcoming contract are anticipated to begin in late April or May 2023.

    Each interested Firm is asked to submit two (2) copies of a complete Statement of Qualifications. All Statements of Qualifications must be filed with McCulloch County in a sealed envelope no later than 2:00 p.m. on April 21st, 2023 as provided below:

    Statements of Qualifications received after the time set for the opening will be declared late and not eligible for opening and consideration. McCulloch County is not responsible for the mail, courier, or other delivery methods, in-transit time, or non-delivery. Late deliveries will be held unopened. Potential firms will not be advised by mail that their Statement of Qualifications was late and not accepted and will be allowed to pick up their statement package.

     

    1.     The anticipated work to be undertaken as follows:

             a. Develop the fair market value of real estate property as needed and/or requested by McCulloch  

                 County;

             b. Create and provide certified appraisals and documentation;

             c. Provide McCulloch County with appraisals that are consistent and within all laws and regulations;

             d. Ensure all work is done in such a manner to provide a quality work product that McCulloch

                 County can rely on with a high level of confidence for property sale(s) or acquisition;

     

    2.     The Statement of Qualifications should include the following:

             a. Firm name, address, contact information including names, position, phone, email, fax numbers of 

                 contact person(s);

             b. Years Firm has been in business;

             c. Qualifications and experience of the Firm and key personnel relative to the performance of 

                 similar comparable services provided to a political subdivision of the State of Texas such as cities   

                 and counties;

             d. List of in-state references including contact information of person(s) closely associated with the  

                 Firm’s performance of its work;

             e. Familiarity of the Firm with property values and local real estate markets (depth of work history 

                 in commercial properties in or around McCulloch County, Texas; 

              f. Availability to commence services;

             g. Conflict of Interests: a statement certifying that the Firm and individuals are not aware of any

                 existing conflicts of interest with McCulloch County or its Commissioners Court, including the

                 filing of any statements required under Chapter 176, Texas Local Government Code;

            

    3.     The following criteria will generally be used in evaluating those submitting Qualification Statements:

                  a. Capability of Firm to perform the services required to successfully complete the proposed

                      work;

                 b. The experience and reputation of the Firm including directly related experience and

                      qualifications; comparable experience with projects for political subdivisions of the State

                      including cities and counties; and Firm’s professional qualifications;

                  c. The experience, professional certification, and reputation of the person(s) conducting

                      appraisals;

                  d. The ability of the Firm to complete and begin the work on time and within budget/contract

                      amount;

                  e. References;

                  f. Familiarity with property values and local real estate markets in or around McCulloch County,

                     Texas;

                  g. Current workload and availability of key personnel.

     

    All submissions will be opened and considered for selection in McCulloch County Commissioner’s Court during the regular scheduled meeting on April 24, 2023 at 9:00 a.m.

     

    IN SUBMITTING A RESPONSE TO THIS RFQ, THE RESPONDENT AGREES THAT IT WAIVES ANY CLAIMS IT HAS OR MAY HAVE AGAINST MCCULLOCH COUNTY, MCCULLOCH COUNTY’S EMPLOYEES, REPRESENTATIVES, AND THE MEMBERS OF MCCULLOCH COUNTY’S GOVERNING BODY IN CONNECTION WITH OR ARISING OUT OF THIS RFQ, THE BASIS FOR SELECTION, THE EVALUATIONS, OF THE RESPONSES, THE METHOD USED FOR SELECTION, AND ANY DISCLOSURE OF INFORMATION REGARDING THE RESPONSES OR EVALUATIONS. THE SUBMISSION OF A RESPONSE CONSTITUTES THE ACCEPTANCE BY THE RESPONDENT OF THE EVALUATION TECHNIQUE DESCRIBED IN THE RFQ.
